The legwork on determining AI bonuses was done by Jack Lusted (who went on to work for CA) and Darth (who tried to work for CA, was rejected, and then whined about it on twcenter) IIRC. The last RTR VII series patch (RTR VII Gold) was released in 2012. I don't know why the BAI bonuses were changed, probably because retards found Medium too hard or something. Med 2 is a heavily modified version of Rome's engine. In Shogun 2 (and I'm guessing Empire/Nappy, which I never bothered trying to mod) the majority of the CAI bonuses seem to be laid out and moddable in one of the files, but I never really looked into them before I got bored of the game. It would really fucking help if CA ever just came out and said "Look, here are the exact bonuses the AI/player get per difficulty level" for their games. Even on Medium the AI has a lot of minor, hidden bonuses related to veterancy/agent skills and the like.

Personally I tend to mod M2 with garrison scripts and minimal "get out of bankruptcy" assistance. and B: It renders the already peripheral economic warfare totally irrelevent. The money scripts are understandable, but I dislike them because A: It's assumed that the AI is essentially throwing its money into a black hole, whereas in reality it's often investing a good chunk of it in Infrastructure.
